O projeto prev\u00ea investimentos de R$ 6,7 bilh\u00f5es ao longo de 30 anos de concess\u00e3o \u00e0 iniciativa privada, com a participa\u00e7\u00e3o do Banco Nacional de Desenvolvimento Econ\u00f4mico e Social (BNDES).<\/p>\n\n\n\n<p>O Bloco 2 abrange 414,91 quil\u00f4metros de extens\u00e3o, distribu\u00eddos em sete rodovias: ERS-128 (Via L\u00e1ctea), ERS-129, ERS-130, ERS-135, ERS-324, RSC-453 (Rota do Sol) e BR-470. A concess\u00e3o prev\u00ea a duplica\u00e7\u00e3o de 244 quil\u00f4metros e a implementa\u00e7\u00e3o de 101 quil\u00f4metros de terceiras faixas, com o objetivo de aumentar a fluidez e a seguran\u00e7a do tr\u00e1fego, especialmente em \u00e1reas afetadas pelas enchentes de maio de 2024.<\/p>\n\n\n\n<p>Na regi\u00e3o, as duplica\u00e7\u00f5es previstas come\u00e7am a partir do terceiro ano da concess\u00e3o, com amplia\u00e7\u00e3o de 3,3 quil\u00f4metros na RSC-453. No quarto ano ser\u00e3o 9,4 quil\u00f4metros de duplica\u00e7\u00f5es na ERS-130. J\u00e1 o quinto ano ter\u00e1 duplica\u00e7\u00e3o de 24 quil\u00f4metros na RSC-453. O sexto ano ter\u00e1 2,4 quil\u00f4metros na ERS-129 e 12,8 quil\u00f4metros na RSC-453. No s\u00e9timo ano est\u00e3o previstos 15,4 quil\u00f4metros na RSC-453. No ano 8, ser\u00e3o 3,7 quil\u00f4metros na ERS-128, 8,4 quil\u00f4metros na ERS-129 e 18,7 quil\u00f4metros na ERS-130.<\/p>\n\n\n\n<p><strong>Localiza\u00e7\u00e3o dos p\u00f3rticos <\/strong><strong><em>free flow<\/em><\/strong><\/p>\n\n\n\n<p>O bloco contar\u00e1 com o sistema<em> free flow<\/em>, com a cobran\u00e7a de ped\u00e1gio em fluxo livre, sem pra\u00e7as f\u00edsicas. Ser\u00e3o 24 p\u00f3rticos instalados nas rodovias para reduzir o valor de cobran\u00e7a em cada ponto de passagem. O custo do quil\u00f4metro equivale a R$ 0,23.<\/p>\n\n\n\n<p><strong>Pr\u00f3ximos passos<\/strong><\/p>\n\n\n\n<p>O projeto passar\u00e1 por consulta p\u00fablica para receber sugest\u00f5es e cr\u00edticas da popula\u00e7\u00e3o antes do lan\u00e7amento do edital, previsto para o primeiro semestre de 2025. O leil\u00e3o para definir a concession\u00e1ria vencedora ocorrer\u00e1 na B3, em S\u00e3o Paulo, cerca de 90 dias ap\u00f3s o lan\u00e7amento do edital. O crit\u00e9rio de sele\u00e7\u00e3o ser\u00e1 o menor aporte p\u00fablico combinado com o maior desconto na tarifa.<\/p>\n\n\n\n<p>Dos R$ 6,7 bilh\u00f5es de investimentos, R$ 1,3 bilh\u00e3o ser\u00e3o aportados pelo Governo Estadual via Fundo do Plano Rio Grande (Funrigs), para reduzir a tarifa de ped\u00e1gio e agilizar as obras. Os demais recursos ser\u00e3o investidos pela concession\u00e1ria vencedora da licita\u00e7\u00e3o. Somente nos primeiros 10 anos da concess\u00e3o, ser\u00e3o investidos R$ 4,5 bilh\u00f5es.<\/p>\n\n\n\n<p><strong>Conselho de Usu\u00e1rios<\/strong><\/p>\n\n\n\n<p>A concess\u00e3o do Bloco 2 prev\u00ea a cria\u00e7\u00e3o de um Conselho de Usu\u00e1rios, composto por representantes da sociedade civil das regi\u00f5es atendidas pelas rodovias.
